The winning architects of the memorial design competition were: Pille Noole, Üllar Ambos, and Ioannis Lykouras.

In 2015, Elo Liiv was chosen by the architects to create the sculptural part of the Jaan Poska memorial. Jaan Poska was the Mayor of Tallinn, Minister of Foreign Affairs of the Republic of Estonia and the head of the Estonian delegation in the peace negotiations with Soviet Russia. The sculpture depicts Poska walking home from work in Kadriorg, a briefcase under his arm. The main idea is to depict Poska’s life as a journey and his figure as lifelike, simple and natural. His gaze is directed towards the future, with a clear vision and ideals, confident and with a straight back – this is how he will be remembered in the future. The monument was opened in Kadriorg in 2016, on the 150th anniversary of Jaan Poska’s birth.
